Garrisons

Gary Grigsby’s War in the West 1943-45 is the most ambitious and detailed computer wargame on the Western Front of World War II ever made. Starting with the Summer 1943 invasions of Sicily and Italy and proceeding through the invasions of France and the drive into Germany, War in the West brings you all the Allied campaigns in Western Europe and the capability to re-fight the Western Front according to your plan.

Garrisons

My question is why can't the troops being sent into a different garrison zone, not count towards the requirement being met even though they are not off the train and cannot de-train that turn, but are within the zone?

I would think that the new troops, even being on trains would count for something. As it is, when CV's drop in September 43 in some areas, and rise in others, you can be left with holes that you cannot fill on the same turn although the troops are in the zone, across the border, but on a train. I lost almost 100vps last turn in a server game because I'd miscalculated in Northern Italy (that was my mistake, and I could have lived with the loss of 49 points), but the CV went up in Belgium and France, and dropped to 85% in Denmark so I was scrambling to get troops there. I have the requirement in the district, they are just on a train.

I remember going through that with the garrison values and I think it was decided that trains counting to garrison an area was too easy to game the system. Plus how much control are those units really able to exert when they are all packed in a troop transport?

I thought about that too, being an easy way to game the system. But when my troops enter a district, on a train or not, they will strike fear into the district just by arriving![;)] If I had had some warning I would have been fine, but it was such a drastic shift on that turn that there was no way to compensate. Maybe they could count partially so that the hit isn't quite so big? I guess I need to look and see when troops start changing TOE's.

Attaching support units are an easy way to up CV too. And messing with logistics.
