Stacking costs were added as an option in one of the betas. Small islands have always had stacking limits, but stacking limited for every hex is enabled if you are using a pwhexe file with stacking limits in it.

All units have a stacking cost. This stacking cost represents (more or less) how much space any given unit takes up in a hex. If you are playing with one of the modded maps with stacking limits, then every hex has a stacking limit. If you are playing stock, then only your smaller bases (small islands and atolls) have a stacking limit. This isn't a hard limit, but a soft one. Whatever map you choose to play with, you can exceed the stacking limit at your discretion (the game will not prevent you from landing 20,000 points of stacking on a 6,000 point maximum atoll, for instance), but all friendly units in that hex will be penalized for exceeding the limit. These penalties take the form of increased supply usage and increased fatigue/disruption, and scale with the level of over-stacking. Slight over-stacking (say 6500 on a 6000 limit atoll) will produce only limited negative affects. Tripling of stacking limits could easily result in the complete loss of supply in a given hex in just one turn.

The load cost was originally primarily used for naval transportation of land units. Pages 111-113, 122 -124 and 183 of the manual provide the relevant detail. Stacking cost is a later (well after the game and manual was released) use of the original load cost concept which Quixote has explained above.

Cntrl-f the e-manual is not a good technique unless one already knows the exact search/find term to use. The old fashioned way of actually reading the manual is much safer, at least until one properly understands what the game terms and concepts represent. Then one can control-f to refresh one's memory.
