can't upgrade AG

can't upgrade AG

I've had several turns now where I'm unable to upgrade my AG. Getting frustrating that I can't do this manually. I have the AG on REST and also have tried moving them back to quiet area. Still somehow some planes are still flying! They disobeying order to REST? I don't get it, how can I change the plane type if these groups always don't allow it cause some planes still mysteriously flying? What can I do? Maybe try and not supply the AF and then they can't fly? Seems like a bug and need to do some odd hack to change the AG? Manual doesn't help here [:(]

Add a save and post in Tech Support if still having issues

Change them out before the air phase starts, so they have no mileage yet. If they have any mileage, you can't change them out. When you change them, it puts their mileage to 100%, so make sure your not needing them that turn.
