Bessarabia / Finnish Borderlands Claim - no USA Roll anymore?

Correct me if I am wrong, but if I start a new game with the latest patch, Soviets can claim the Finland Borderlands and Bessarabia without an USA reaction check (assuming they're granted - I've not tested if Germany denies the claim).

Shouldn't it have a roll on 4, exactly as the Baltic States?

No, that roll is only for the Baltic States, not for claiming Bessarabia or the Borderlands. Only if the claim is denied, there is a die roll because of the subsequent USSR DoW on Rumania or Finland.
