Hotseat Bug (minor): Bessarabia claim doesn't cause player switch

The game doesn't prompt to switch players in hotseat mode, minor. Took a save as close as I could to the DOW step;

Steps to reproduce
1. USSR Claims Bessarabia (may need to advance the game a few steps from the save)
