[HIGH] - DOW Minor Phase form fails to show if US entry action happens

Ran into this in our four player. Germany was able to align Romania as a full axis ally, and we ran into a problem with the minor DOW form. I'm posting two saves, one is where the game is in this phase and the form will not show up, and the autosave from the Major DOW form.

We found a workaround, but here's how to reproduce

1. Advance the game to DOW - Minor Powers
2. US entry roll happens, minor power forms fail to open

Workaround:
Switch major power so Japan goes first for Major DOW, then Italy, then as Italy, switch back to Germany. The US entry action happens, and then the form sticks around, the game can be continued.

Here's the game with it saved in this awkward state. In both attempts, the US entry roll failed, which may be related. As its hotseat, we can't set die rolls to test.

No, it isn't die roll related. I can put in any roll I like and still the game freezes. Not nice at all. I believe this is caused by the fact that the game thinks that after Rumania is aligned to Germany, it cannot put in a German DoW anymore, since Rumania is set up at that point.

This is a sequence of play error, which is probably caused by fixing netplay bugs on the DoW phase...
