perfect situation for torpedo attack and run away [/font]

PT boats work for me to reduce ammunition and ops points of fleets so hopefully they do not get to bombard and/or are stuck out in the open when daybreak comes. They are also great CAP traps. I dont expect them to hit anything with the torpedoes they have.

My patrol planes noticed some Japanese warships around Palembang, obvious conclusion was Martin want attack Batavia. It seems it was good conlusion. Two groups cruisers show up near Batavia at night 24/25th. I had only Burke's Flechers in area and 20 PTs. All PTs as usually run away. However Burke engaged both groups and scored torpedo hit on heavy cruiser Haguro (it is reported as sunk, but I doubt in this report).

Yes I have, ~20 at night and ~30-40 at day. But problem seems to be in commander decision to evade fight or even they actually engage they use only MGs.

The PT TF commander's leadership and inspiration stats are ... well ...uninspiring. Unless every PT skipper is high in aggression, they will not follow him into battle. I put less emphasis on naval skill in order to get PT skippers with high aggression and a commander with good leadership stats.
In the first example you show, PTs taking on cruisers and DDs is suicide, so the commander with high naval skill (rightfully) turned away.

I have no information about any influence of leadership skill in surface engagement. What I know it count naval skill and aggression. In report you mention my PTs got to 3000y range and turn away undetected by Japanese ships. I believe it was perfect situation to fire torpedo salvo.

Firstly, Merak was bombarded by two British cruisers TFs. Next my daily bombing run at Bandoeng was intercepted by 12 N1K1-J, 12 Ki-43-IV and 7 Ki-84a. My escorting P-39 did miracle achiving 1:1 kill ratio, however a few enamy fighters got to my bombers. It cost me 7 P-39, 3 139WH-3, 3 CW-22 and 4 B-25 for 7 Japanese fighters.

South Pacific HQ:

Salomon's Air forces launched strike against Turk harbor. P-38 managed to shoot down 21 enemy fighters for 5 ours.
B-24 scored several hits on ships and sunk 2 AV and 4 ACM for cost 4 bombers.

Maritn has send a few planes to bomb Batavia & Soerabaja airfields a night, 4 Nicks, 9 Frances and 2 Nells did not return home without scoring single hit.

Next we fought huge battle over sky of Praboemoelih today.
At first two groups (36 planes + 28 planes ) of F6F-3 with high cover from P-47( 75 planes) swept airfield. My loses were quite heavy, 14 Hellcats and 9 Thunderbolts however my fighters menaged to destroy whole enemy CAP by shooting down 35 Ki-44-IIc and 22 Ki-84a.
Next over 250 B-24 bombed airfield under cover 60-100 Thunderbolts resulting with destroying 23 Nicks on ground and closing AF.
It seems to me that He has lost a lot of supplies either.
