[CRITICAL] - Game Crash if DOW on same phase Romania is aligned

This is a followup from: tm.asp?m=3781942

Once using the workaround, if Axis DOW *any* power, the game crashes after setting it up, it appears to be caused by trying to align a power automatically, and the allies have to setup units.

Steps to reproduce:

From the DOW save posted in the other thread.
1. Use the workaround to advance the game to DOW - Minor Countries
2. Axis DOW on any minor (we reproduced with simatious DOW on Hungry and Bulgaria, *but*, it can be reproduced with just about any)
3. Setup minor(s)
4. Game crash when last minor is setup

If there's no DOW, the game proceeds to align Rumania, and the game proceeds normally.

This is caused by the same error as reported in the first thing. The game believes that it is further than it is... Sequence of play failure...
