I was surprised really, it turns out I've been playing the rule with step 2 & 3 reversed for some 10 years. Due to winterized units being more valuable for Germany, I guess there was an implicit assumption that I hadn't balanced on the edge of the proverbial knife, until now, trying to work out the actual rules online.

Glad to hear we all know how this works! Thankfully, I wasn't the only one colored confused.
