Garrison Reqts and Implemention Question

Playing the Axis ...

Met garrison reqts (at least as defined on the left hand side of the garrison window), still have partisan activity as defined on the right side of the window.
Still warned that garrison reqts not met ..... what am I missing ?

Also possible security units not where they are supposed to be

you guys were right .... missed the fact that unique cities also needed garrisons and that one has to be a security unit .....
