The reorganization for the allies is probably the best defense mechanism possible. It keeps them alive.
If they could move the allied player might make the mistake of sending them into harms way.
As the allies it is best to hide out in the early turns. If significant losses are avoided for the first 6 months, maybe then try to take something back. Otherwise just dig in on all fronts and make the Japanese push you back. Burn up the time. On the third turn all shock is removed.
As the Japanese player, speed is everything. Take as much as possible as fast as possible without risking carriers or battleships.
Both sides should focus on source of supply to units. Try to cut off the enemy and try to keep yours secure.
