Question regarding cities (blue, red or gray)

Question regarding cities (blue, red or gray)

Cities can have a blue, red or gray circle with a zero or "o" in it. What does that mean, I could not find anything in the manual. Moreover, do I have to garrison cities?

Its just aesthetics. It indicates the size of the city and usually the number of Victory Points as well.

Gray are 1 vp towns and small and abundent, the colored ones are more rare and worth more VP.

And where can I see the amount of victory points?

I just saw where the VP are shown, they are written very tiny on the top bar, right of the middle picture. You click a small townm it shows 1 VP. Click on Kharkov and it will show 25

There are partisans! Keep a few mobile units far behind the lines just in case.
