India decide that they might have a need of an air force so they ask US for assistance.

No. I asked and Warspite1 was willing to begin a second game while we continue with the old one.

It might have been because I was envious of W1 since he got to play with HMS Warspite. [;)]

USA scrap a lot. Maybe to much. I suspect that most would have kept more transporters with US.

Not much to say of how US placed their units. I expect that it will be a while before US enters the war.

Here is a picture showing how US placed their CPs.

USSR placed most of their units in western Ukraine. Four units were placed on the Persian border and two on the Finnish border.

So if I have this right, the Soviets can claim Bessarabia and if I say yes then that's it - and after claiming a new Russian Republic, they cannot declare war on the Romanians. However, if I say no then the Soviets can declare war on Romania?

Not quite right. If you say 'no' then the Soviet response is a declaration of war on Rumania. And if you say 'yes' then the Romania is slightly annoyed with USSR and will join Germany in their effort if they find any excuse to do so.

And Hungary and Bulgaria might want some real estate as well.

The Italian set up in Europe is designed to put pressure on the French as usual.

All North African units are in Tripolitania and the East African Empire has an Italian Somaliland and Eritrean Territorial in their country's capitals and a 4-3 INF in Addis Ababa.

Glad you appreciate her. The choice of avatar is an homage to a very fondly remembered Great Uncle who served in her in WWII. I need to find out more about my Grandfather's service record as he too was RN. The only bit I know is he was a PO in HMS Hurricane when she was torpedoed and scuttled.
