Troops Stolen by Subjugated Empire?? Bug [1.9.5.10]

This may have already been reported, but in a recent game I lost several troops over the course of 2 year time span. There were no messages indicating their destructions, etc. By going back through save games (which I can upload if they are needed) I was able to track down what happened to at least one of the troops. It was picked up by a troop transport from a subjugated empire and subsequently destroyed when their ship was destroyed. I had troops (and nearly everything else) on manual control the entire time but apparently that does not apply to subjugated empires. They should not be able to load your troops. Other (perhaps) relevant factors: (1) I was running a deficit during this time period; (2) the planet the troop was on was originally owned by the subjugated empire but was conquered over almost 2 years before the troop in question was loaded onto their transport.
