Free French convoys not supplying Commonwealth

In this save you can see the Free French convoy in Cape St. Vincent is not keeping the CW units in supply. Had the exact same bug in reverse (CW convoy and OOS FF units) earlier in the game.

France was conquered, not Vichy.
