French garrisons

I have a question to my fellow Axis players. I'm in my first game as the axis right now and its April 44. I started looking into the units that are stationed in France already to maybe reactive some of them and prepare them for the fight to come, mainly getting them into positions I prefer.

I noticed the cost of reactivating these units (infantry regiments) is really high (3ap per regiment) and I have to wonder if either the cost is going to be reduced once a landing happens in France or if they get mobilized automatically at some point or something.

So what to do with those regiments?
