Garrisons Zones

This is a server game with Belphegor. This has been going on for several turns now, and from what I read in 18.2: "Once the Allied player has combat units in any two of the
garrison regions, the need for region and city garrisons
(including security unit garrisons) ceases to exist."

He has had combat units in those two zone in the pic, NW France since he invaded over a month ago, and Northern Italy, where he's been for a couple of months now. Why am I still hampered by garrisons?

I didn't mention that I have a lot of CV just sitting around in garrisons. Did someone not wake the Fuhrer? Maybe they shot him and we can all go home?

Hmm..I am under this impression as well. And have just re-studied the garrison rule some more to see if there was a loophole, but no...it does say any two garrison zones. Although it only says the 2 garrison zone rule under the introduction, so I guess it could be something they changed.

I'm holding up a game for it. I probably have 50+ cv sitting in their zones.
