What Does This Flag Mean?

My aircraft have a green flag with -13% on it. Can somebody please tell me what that means?

[UPDATE]
Is this a penalty due to overstacking? I moved some aircraft out of the hex and the flag disappeared.

A site can only hold so many aircraft you have to many at that site.
Favoritism is alive and well here.
