Just three ships?

I assume I just do not know a rule. But is there a reason I can only move three ships at a time out of San Diego prior to war?

Yes, that's the rule. As a neutral the USA get 3 naval moves in a combined. For a neutral a naval move is 1 ship - not 1 Task Force.

Indeed.

US are lucky that they get to move three ships, or submarines, per impulse while neutral. Italy are only allowed to move one ship, or submarine.
