HQ units with no artillery but range 1

HQ units with no artillery but range 1

So, as title says, what does "R:1" means for a HQ with no artillery assigned?

I'm playing "Last stand in Africa" scenario.

It means it is a ranged unit with no ranged equipment assigned. This means no effect.

This seems to make no sense. So what exactly does it mean to be a "ranged unit"? Are there "non-ranged units" that will not fire at range even if you add ranged equipment to them?

I have also seen the issue reported by Meyer1.

Dude, watch the video, lol.

Ok, don't watch. Yes, there can be ranged equipment in non-ranged units and they will not fire 'at range'. Check, for example, a scenario that uses full division units that will contain Artillery that has a range, but the unit is a non-ranged infantry unit. Such a unit cannot 'fire at range'.
