holding a 43 garrison vs USSR

assuming every USSR unit except for about 12 units is on the border, could the germans even conceivably hold off a USSR declaration of war?

Early '43 its possible...maybe the first half. After that no. It all depends on what's going on in the rest of the world as well...Japan vs USSR, WAllied pressure in Europe/Africa, units built (being built in '43) by USSR, etc...

If the USSR is building specifically to beat garrison, then you will probably not be able to. On the plus side, the USSR's units will include lots of crap.

If they aren't, as Jagdtiger14 notes holding them off at least through the early part of the year is possible.

Much will depend on the factors Jagdtiger14 mentioned as well as your chit draws.
