OODA Calculation

Other than unit proficiency/experience, what else goes into the determination of OODA time for a given weapon in a unit?

The reason I ask is because Russia's Gremyashchy-class Corvette and Russia's Admiral Gorshkov-class Frigate both share a SA-N-21c Growler [9M96] Battery, but the frigate is basically unable to use the growler battery as anti-missile defense because of an OODA time that is roughly 15 seconds longer (checked used manual targeting).

The Corvette's OODA allows it to basically fire 4+ Growlers against Norwegian Anti-Ship Missiles in the 2016 First Contact scenario and is an effective vampire defense, whereas the (added in via editor) Gorshkov-class is stuck with extra OODA time which prevents firing until the vampires are under the Growler's minimum range. The Gorshkov is then stuck relying on CIWS (which is much worse than firing a swarm of growlers against each missile).
