bob airbase stat coms delay

Hi can anyone enlighten me on what this stat (communication delay) means when looking at an airbase's stats ?
I wanted to transfer some Luftwaffe units closer to a target area and have no idea what this means and its affects.

Cant see it in the rule book but:

I believe its a delay to account the communications between the plotting room & the airfields. Historically Biggin Hill set up its comms in a Butchers shop after it was heavily attacked by the Luftwaffe.
