There is a resource in hex with 5-3 inf. Can it be railed to factory or does Chinese GARR stop it?

Stopped by ZoC. Resources can rail into and out of ZoC occupied by friendly units, but not through.

Stopped by ZoC. Resources can rail into and out of ZoC occupied by friendly units, but not through.
