We are playing with LOS.

CW has units in supply in Malta. CW has no CP in Mediterranean. France has CP's both Eastern and Western Med.

CW is in war with Italy and Germany. France is in war with Germany. At the moment Italy no units in Western Med.

Question: Are CW units supposed to be in supply in Malta? (Can CW use French CP's to get supply, primary supply source is UK city)

RAW:

Units that don’t co-operate are not otherwise limited. In particular,
they can:
(...)
3. take part in the same convoy chain (unless neutral);

The CW can use French CPs to conduct supply until Italy has ships or aircraft with air-to-sea factors in the same sea zone.

Why? Because active major powers on the same side can use each others CPs to conduct supply, but if Italian "supply blockers" are present then the CPs conducting supply can only do so if they are at war with Italy.
