Road to Wiltz-H2H

I am playing H2HRoad to Wiltz with my brother pbem. He is the American side and is complaining he can't move some of his units. I don't want to start it as the Americans and check it out for him because we like playing these scenarios 'fresh'. Anybody know about this peculiarity? Design or bug?

TWPARKER: He may have COMMAND CONTROL on in prerferences.

I don't know if he can change them after PBEM game is started without fouling up game......?????

No, I started the game with it disabled, therefore his is set to mine Correct?

I suspect you may be correct but.....unless all criterea are the same at both ends, ie: OOBS, preferemces, strange things happen in PBEM function of Spwaw.
