Allies win the initiative die roll and decide to go first.

No declarations of war.

CW and France take naval impulses.

No Port Strikes. No naval air.

Allies send out a lot of convoy escorts.

No strategic bombing. No ground strikes.

USSR rail a factory from Kiev to Karaganda. The Soviet Union also rail a militia to Odessa.

The Soviet forces continue their advance into Manchuria and in Finland they begin to retreat.

No land combats.

No reorganization.

The Italian fleet sail to the Eastern Mediterranean. I say no to interception for the Allies on the basis that its obvious they are stopping there.

The Italians also put three subs into the Eastern Mediterranean and a single cruiser and a convoy into the Italian Coast.

The Japanese put a couple of TRS into the Sea of Japan loaded with an ARM and a MECH.

Back into the Eastern Mediterranean, Campioni's fleet tries to initiate combat. A Gladiator from Malta can join in the fun - do you want the bi-plane to fly?

The Japanese rail an AA to Mukden. Terrauchi withdraws into Manchukuo. Troops head north for Suchan in order to meet the advancing Soviet hordes.

The Germans pile east with gay abandon [:D]

I have four Hungarian units - one is outside Hungary. Why can I not move another one outside the home border?

The Japanese re-base a FTR and a NAV to the Eastern Front.

The Germans re-base three FTR's to their Eastern Front.

During impulse 2 in Nov/Dec 39 I demanded Bessarabia. During the following impulse Axis should deny or accept the Hungarian claims. Unfortunately I could not find how you responded. But if you denied the Hungarian claim then only one Hungarian unit may leave Hungary so that seems like a probable explanation.


RAC: 19.6.2 Claims on Rumania

Rumania allows the claim
If Rumania allows the claim, it stays neutral and Bessarabia becomes part of the USSR for all purposes until
the USSR controls no hex in Bessarabia. At that point, Bessarabia again becomes part of Rumania. The USSR can
not declare war on Rumania until the USSR is at war with Germany.
Allowing the claim immediately reduces the resources the USSR supplies to Germany by 1 (see 5.1).
In the next Axis declaration of war step, Hungary and Bulgaria make demands on Rumania for Transylvania
and South Dobruja respectively. Germany, as mediator, must either allow both claims or deny both.
If Germany allows their claims:
• Transylvania becomes part of Hungary for all purposes. Germany can declare Hungary aligned with Germany
during any later Axis declaration of war step.
• South Dobruja becomes part of Bulgaria for all purposes. Germany can declare Bulgaria aligned with
Germany during any later Axis declaration of war step.
• Germany can declare Rumania aligned with Germany during any Axis declaration of war step if Germany
has declared war on the USSR (not if the USSR has declared war on Germany), is at war with Yugoslavia,
or controls Belgrade.
If Germany denies their claims:
• Hungary stops supplying its resource to Germany until Hungary aligns with Germany. Germany can declare
Hungary aligned with Germany during any Axis declaration of war step after Germany has declared war on
the USSR (not if the USSR declares war on Germany). No more than 1 Hungarian unit can ever be outside of
Hungary;
• Bulgaria can never align with Germany but the USSR can declare it aligned with the USSR during any later

Indeed. That could not be the reason since the status for Bulgaria is consistent with you allowing the claim.

Could it be that you tried to enter Czechoslovakia, or another Axis minor country, with the Hungarian unit and it was denied because of foreign HQ rule?
