A dispute between Japan and Russia and also some individuals of the Ainu people over sovereignty of the South Kuril Islands. The disputed islands, which were annexed by Soviet forces during the Manchurian Strategic Offensive Operation at the end of World War II, are currently under the Russian administration as South Kuril District of the Sakhalin Oblast (Сахалинская область, Sakhalinskaya oblast), but are claimed by Japan, which refers to them as the Northern Territories (北方領土 Hoppō Ryōdo?) or Southern Chishima (南千島 Minami Chishima?), arguably being part of the Nemuro Subprefecture of Hokkaidō Prefecture.

Japan has established a major sea bed mining operation 20 nmi west of the island of Kunashiri. Kunashiri is claimed by Japan, but occupied by the Russians.
Hostilities between Japanese Maritime Defense Force (JMDF) and Russian forces have broken out over economic rights concerning the Kuril Islands. Russian Naval forces have established a formidable blockading surface and submarine units also supported by several squadrons of long range strike aircraft based out of airfields.

 If one EW Radar is destroyed the other will go active.
 AEW planes on the Russian side will only launch if both EW sites are destroyed.
 If both EW Radars and AEW Assets are destroyed the SAM Radar will go active.
 Moved the Russian Tanker closer to the coast.
 If the Russians Spot a ship or if a Russian ship is damaged, they will turn on their own radars

 Deceased the amount of AIM-120A missiles down to a small amount.
 Added a group of Foxhounds to a patrol.
 Added a escort Fighter Wing to the short range bombers.
 SU-24m Bombers will not refuel in their attack run.

India has mobilized amphibious assault forces and has deployed INS Viraat in the Gulf of Mannar. Your forces are to transit to Southwest coast of Sri Lanka to pressure India to withdraw forces. Sri Lanka fears Indian military buildup in preparation to final invasion force and collapse of the government. The United Nations has requested that a U.S. CVBG be sent to the area to stabilize the region.

Miguel said there was a bug with April Storm - 1 - The New Eastern Front, 1996, so I have reinstalled Command 1.07 and the update to 1.071, and updated the scenario with the deep rebuild command. I'm hoping if there were any issues with my copy of the game being corrupted that this has taken care of them and that this version of the scenario will run properly. Please delete earlier versions of the scenario (I took down other posting). Sorry for any inconvenience!
