US Entry chit not added

Japan occupies the (obvious) Chinese Communist City.
US entry chit roll = 4, so a chit should be added, but nothing happens.

EDIT: I noticed (reloading the game till US entry roll <4 was rolled) that a roll of 4 did not add a chit, but a roll of 2 did.
Maybe the game does not understand the meaning os 'less than or equal'

Do you play with Additional Chinese Cities?

IF so the roll is lowered to 2, plus the printed factories. (So Sian would be a roll of 3 for a chit, a factory-less City would be 2.).
There are more cities so it would be unfair to the Japs to roll on 4 per each city.
