This is version 1.0.0 you are using. I would advise you to update the game and try again. A lot of bugs have been cleared since version 1.0.0. We are currently at 1.4.0...

What about the disability to rebase after surrender?

Germany has just conquered the USSR and the Red fleet has nowhere to rebase, so they are just stuck in German-controlled harbours. They cannot be destroyed and they cannot rebase when the German units roll into town.

Go to the matrix games site, and download the update. Then extract the file, and run the update manually, by clicking on it. This should work.

A selected unit that cannot rebase can be destroyed by hitting the backspace key.
