Detailed Gun Fire Control?

1. On the scenario start up screen, what does the "Detailed Gun Fire Control" option refer to?
2. Is there another forum where simple questions like the one above are better posted?

The name of that forum is the manual. Literally 15 seconds to open the manual, search on gun, and find page 35 with the definition.
