missing autosaves

Under the newest beta, certain steps aren't being autosaved. The German and UK stay at sea phases aren't autosaving, but the other major powers are. Major Power declaration of war phases are only being autosaved at the beginning of the first impulse of a turn, not at the beginning of each impulse.
