Does this feature exist?

I'm pretty new to the game and I was wondering if there is a feature that allows you to bookmark locations in the galaxy and/or add notes. I'd like to be able to come back to certain things later, after having been away for a while and coming back to an old save.

Not really. The closest you can come, at least as far as I'm aware, is to rename things (your ships, colonies, and stations, and if you're willing to use the game editor you can also rename just about everything else).

You can use the number keys (0-9) to bookmark ships, gas clouds, and planets.
Pick a planet at the location you want to bookmark and press (say) Control-2.
When you want to go back there, press the number 2 twice in quick succession to jump back to that planet.

Not a perfect solution, but better than nothing.
