Japanese production in Changsa?

In the savegame, check the route of the Resource in China [86,142].
It is transported to Changsha for production by Japan, but somehow the program says it is not Changsha, but Osaka (Destination). No convoys used for transportation.

This illegally gives Japan extra BP per turn (particularly if they lack the CONVs for transportation to Osaka)??

Very strange indeed, given Changsha is a blue factory and should only be useable by the Chinese.
