why is the program asking if France want to commit subs when only CW has subs in the sea area?

Good question. Here is RAW:

If you want to try to intercept, announce whether you are committing
your SUBs to the attempt. This is an all or nothing choice - you
commit all your SUBs or none at all. Your aircraft and surface naval
units are always committed to every interception you attempt.


Question is: Is "you" the side you are playing on, or is it the major power you are playing with. I don't know and the FAQ doesn't commend in this one...

It was quite stupid to attack Greece in S/O. No fine weather at all. Now CW has 3 transporters in 2 Greek ports. I have 5 planes ready to make port strikes but those ships will escape during the strom.
