Baghdad not acting as 2ndry supply source

Post activation as a Germany ally, Baghdad is not acting as a secondary supply source. Tehran is functioning properly. There are Axis convoys into the Persian gulf (and through an Axis controlled Suez Canal) delivering supply to both Baghdad and Tehran.

There is zero chance. Any chance I can get the debug tool so one day I can actually complete a game?
