Making Graphics on Maps

I want to make some graphics to explain what I want to do and show on an AAR Map. So the question is what is a good tool to use to make graphics on maps.

Try Mapsymbs

Its free (for non-commercial purposes), approved for use within British Army and fairly easy to use as it uses fonts to replace letters with symbols
