I'm playing a multi-player game as the Central powers. As the Germans I'm blockading the Russian navy. So far I've lost 12pts of Dreadnaught, 3 Pre-D, 6 of ArmCA, 4 of LtCA...that's 25 points lost to ZERO for the Russians.

Am I doing something wrong? Is there something about the game I am not aware of in this regard? Or is this just bad luck?

This was requested by just about everyone. It is designed to reflect that battleships could not sit outside major ports with total immunity from mines, torpedo boats, submarines etc.

It reflects what happened in the war. The British blockade of Germany was much further away, in the North Sea, than was the case compared to say Nelson blockading the French and Spanish in the 19th century.

If I were you: I'd try reading the manual. On page #44 of the manual you will see the following paragraph with associated demonstration pictures..
HOME PORT BONUS
Naval units within four hexes of a friendly port receive a combat bonus. This represents the support of coastal vessels such as torpedo boats, as well as minefields and coastal defenses. When a naval unit is selected, possible moves within this area are indicated with a green dot in the centre of the highlighted hex. Note that areas where enemy ships receive a bonus are not displayed.
