Why did you have to copy the patch manually inside the folder after the reinstall? The autoupdate should have downloaded it alone here.

i can not play the sandbox maps : Grande Ville and Waterloo-AM and Waterloo PM

This explains why you cannot load the scenarios; they're the maps with more objects inside, I think in the end is all a question of insufficient memory loading the maps because of shared memory. Probably for Gettysburg was sufficient but GB maps are not graphically like hte more complexes of WL.

You can try to add additional memory to the PC if you can, otherwise I suggest you to ask the refund of game.

memory is cheap atm for older pc's, i'd add some of that as you will need it for other games unless you get a new pc in the future

I have the system requierment fpr this Game (4MB), why i should refund this game? i Think this is a bug from the game itself (DirektX). I hope some of the devs could look at this

The game required 2 gb but 4 gb are not the free memory you have, is your full memory: so this mean 1-1.5 gb are taken from the OS and subapplications, the game can take 1.0-2 gb according to the battle dimension, other memory can be taken from other applications running as services you can have on the PC. Your graphic card can take 1.7 gb when terminated the dedicated memory, which is very big respect the dedicated. The crash during the upload of the map is with every probability linked to fact that your graphic card asked more memory you can give during the map creation by part of GPU and stop the map creation. Is not a directx problem but hardware releated with every probability, otherwise you will have crash also with the other maps.

After changing the memory latency in my bios, the games runs very well on all maps, up to the army level[&o]

will run maybe better still if you have less stuff running when game runs, then it will free up more memory for the game, glad you got it sorted in the end, now enjoy the game[;)]
