Can engineers build airfields?

Im in the Japanese campaign on the last scenario - invade Melbourne

I have lots of fighters but no carriers and no reachable airfields to capture

Can the engineers or anyone construct airfields? Have looked in manual and here but I may have missed this.

If not possible I think it would be a good engineer capiblility to add if it does not ruin game balance.

No, you are not the first person to ask for it [;)]

Maybe a fresh & bushy-tailed engineer unit could build an airstrip with:
1) minimum supply (3) ie supporting 1 air unit
2) at a suitable high resource cost (plus maybe 3 free land command points)
3) activation after x number of turns (similar to capturing objectives)

This might work without throwing play-balance off.
An engineer unit should also be able to destroy an airfield, maybe similar to raiders (and others?) destroying 5 supply pr turn.

It would be nice if the devs could take a look at this in a future upgrade.
