Empty supply unit not removed from the game

According to the rules, a supply unit that has exhausted all available supply is removed from the game.

In the Wilson Creek historical scenario, I have two empty supply units that have never been removed.
I believe that something is not working here.

Hmmm, this is one of those cases where something from the design document made it into the documentation without ever having been addressed in development. I will add something in this or the next patch to enforce this rule. Good catch!
