One million admin points to change Group HQ?

I tried to change a Corps from Group center to Group South and got the message it would cost one million and forty-seven points to do so. Whats up with that?

I guess this operation involved some Axis Ally units.

Managed to replicate this. It happens when you use "G" function and have selected Army Group or High Command HQ (on their own they show 999999, with some other units the value is over 1M).
