Production graph with TOE.

The only nation using TOE is "The Republic" and I believe that nation has production. The Republic has plenty of units in any case.

As you can see the graph does not reflect any production. Tokyo Territory is a human led nation, the others are AI led.

The game was not started with 221g, but both players have upgraded. I get the dual panel start with the advertising panel on the left now.

Any fixes in the v2.21g anewdawn3.at2 file may not be present in your current game. You would need to start a new game based on the current version to verify if the issue still occurs.

Yes, I see this graph behavior in my current game vs 3 AI. This was a game started with 2.21g.
