Problems with FT's and Pick Up Unit Orders

I'm playing as Japan in 2.30. Currently, I'm trying to put together several Fast Transport TF's of six ships each -- mix of DD's, CL's, and CA's in most cases -- and then clicking on the Load Only Troops icon for each one and then the Pick Up Unit icon. Then for each TF I select a different ground unit but all at the same base.

Some of the TF's get their orders correct and they show no load with the words Pick Up (I think) under that. Others, however, are messed up. They LOAD ground units in Rabul instead and don't show the Pick Up words.

What gives? It does'nt always happen but about half the time and there does'nt seem to be a pattern to it. One TF for a unit will mess up, for example, and a second try will take the order correctly.

Do you have any saves that will reproduce what you are describing? (you said that there were no pattern but IF you find something please send) Would like to have a look.
