Have found it in this state this turn, fuel should not be the problem ...

But what explains the "99999" fuel range? This reminds me of the AI Land Combat routine when an attacker goes up against a unit with 0 AV, the AI can't divide by zero so the odds are made 99-to 1, regardless of the actual AV of the attacker. It is set at normal danger, the return route to get fuel is routed around perceived danger making for a long trek back.
I suspect if you set it to absolute, direct then it wouldn't look so drastic. You could plot a course to the home port and look at the path set, it might give you some tips about where the local danger may be from the local commanders.
