red and blue numbers on units

After combat, some units have -25% in red and blue displayed on the various sub-units.
What do the numbers mean?

I figured it out. It has nothing to do with 'after combat'. It's actually as a result of 'organizational difficulties' at Army and Front level affecting both offensive and defensive operations.

Hello,

Is there a full description somewhere of what can be found on the counters, depending on the scale and choice of counter style ?

That would help a lot...
