Ship stuck in pier side repair

I have a ship in Darwin due for withdraw. I keep changing it to ready mode and after 3 days I try to move it but it just goes back to pier side repair after the turn is done. Any suggestion as this is costing me PP's.

finally got it to move. Grounded air unit, sent it to default home port.
