Modding resources and their use

Hi, so in my experience the population growth in DW is very slow in general. Most of the time i reach late game before my self founded colonies are at max population. (and i play with expansive tech cost settings!)
The improved colonization tech is supposed to boost growth rates by 100% but is apparently bugged and doest give anything.

so i was thinking about making resources at colonies speed up growth more.

For example: once a colony has 20k units of steel, caslon and gold, it gest +10% growth

is there any way to do this?
I know that supply of gold in big quantities will give a happines boost and other resources give other bonuses.
So i wonder if this mechanic is moddable to increase growth rate?
ive been looking for something like it but didnt find anything.
any tipps would be apreciated.

Alternative approach #1: Increase tech costs to 650k or greater.
Colonies will fill up before you get even halfway through the tech tree.

Alternative approach #2: Stop taxing your colony worlds.
Growth gets a massive boost at low/zero taxes.

Combine the two -> problem gone. No need to mess with files full of commas.
