HQ Support using 2D10 table

Using the 1D10 table, if you successfully use HQ Support, that disorganizes the HQ. (If unsuccessful, it doesn't disorganize the HQ.)

But the 2D10 table does away with the possibility of HQ Support failing; it always succeeds. Does that mean that when using 2D10, HQ Support automatically results in the HQ being disorganized?
