Newbie combat strength question

Newbie combat strength question

I thought the combat strength of an armored car was 650 when on the offensive against infantry. Can someone help me understand the relationship in the images below?

I believe, but am not entirely sure, that the attack value is divided out among the number of attacks a formation has.... which could explain it if it has 10 attacks.
